Thanks for the pointer.  I think the problem was that in apu.h after running
configure, I had:

#define APU_HAVE_PGSQL         0
#define APU_HAVE_MYSQL         0
#define APU_HAVE_SQLITE3       0
#define APU_HAVE_SQLITE2       0

(I changed the second line to "#define APU_HAVE_MYSQL 1")

which was why Apache claimed that the driver was unset.
