TRy not using asymmetric quotes; use double quotes, eg:
%{REQUEST_URI} != "/abc/qwert"
alternatively, try a perl regexp:
%{REQUEST_URI} !~ m/\/abc\/qwert/
(NB note the "does not match" operator !~)
