If the Apache-2.2.2 compiled with mod_so, Apache should be able to load mod_was_ap20_http.so without any issue. I think you need to check the permission bits not only the sub-directory of plugin, but all the path up to /opt/CHROOT/. You may also need to set the sticky bit.
