There were no messages in the error log.

I tried increasing file descriptors according to the FAQ page on this issue. Did not work. I have since removed about 10-15 log file entries from httpd.conf so all virtual hosts will write to the default log files.
But after restarting apache I still can not add any more virtual hosts.

What does the error log say?

In general, the answer in the FAQ is right regardless of the number.
Either increase your system's available file descriptors, or decrease
the descriptors used by apache.
