There have been some bugs and fixes in mod_proxy concerning URL encoding.
I don't recollect OTTOMH what the current state is, but there are quite a
few proxy fixes in 2.2, so I'd suggest that's worth a try.

Also, have you trawled bugzilla for relevant reports?
