See RFC 2068 sect 14.37 (http://www.freesoft.org/CIE/RFC/2068/200.htm)

Basically, a request consists of the URL (the bit you see in the address bar) and request headers. The headers are additional lines of information that are added by the client and can be used to modify the request. This particular one is the URL of the page that the browser was on when the user clicked the link to page being requested. Since it's entirely controlled by the client, it can contain any old rubbish or be entirely absent and is not to be trusted for anything important.
