The syntax for setting environment variables is shell-dependent. For /bin/tcsh, it is (example):

setenv LD_LIBRARY_PATH /usr/local/lib:/usr/local/ssl/lib:/usr/local/apache/lib

NB - spaces between tokens, no equals-signs, dirs separated by colons etc...

This is not really anything to do with apache - if you don't have LD_LIBRARY_PATH set correctly, lots of other applications will fail to start (ssh, sql etc.)
