[users@httpd] mod_dav module is not installing

Hi,

 I want to install mod_dav module for my apache web server. I am using httpd-2.0.47 version for apache and mod_dav I downloaded mod_dav-1.0.3-1.3.6
version. But I am not able to install it. When i gave the command 

./configure --with-apxs=/usr/local/apache/bin/apxs

the follwowing error is displayed:

checking for static Apache module support... no
checking for dynamic Apache module support (via APXS)... found at /usr/local/apache/bin/apxs
configure: error: Your APXS installation is broken and cannot be used.
    Please see http://www.webdav.org/mod_dav/install.html#apxs for
    more information.

I want the mod_dav_svn.so module to be loaded into apache modules for subversion verison control system. 

So can any one help me in installing this mod_dav and later how can i get this mod_dav_svn.so modue into the apache/modules folder....
