It *is* sending the correct content-type... eventually. So I think your configuration is correct. As a test, just try loading the CSS file itself into the browser and check the header.

I've no idea why it is *sometimes* wrong - but 2.0.46 is one branch and a dozen versions old; if it's a bug it could well be fixed by now. Would it break your heart to upgrade? (Go all the way to 2.2.2!)
