Of course. When you type a servername into a browser, the first thing that happens is that the browser has to resolve it into an IP address. If it can't, you will get a "server not found". At this point, apache is not even aware you requested anything since the request never even left the browser.

It'll work locally - your browser now consults /etc/hosts, finds the IP addr and routes the request to apache. Apache compares the Host header with its server alias list and matches it to the appropriate VH.
