Based upon previous suggestions, I tried that last
night. Effectively, there was no change in behaviour, so I just have to believe
the problem is a little more fundamental.
What irks me is that there are a number of LoadModule
mod_xxxxxxx modules/yyyyyyyyyy.so
commands immediately after my entry, and they all work
(at least without any indication of error). I cut/paste from the example and
just changed it to read modules/ instead of a direct path. And then I
copied the .dll into the modules folder of Apache. Still
bad.
My next step is to run a File Access trace and weed
through the several thousand lines of output to see what is happening
internally. UGH!

Peter Schmits knows how to set these up to operate together. He sent me the link http://www.apachelounge.com/download/mods/php5apache2.dll-php5.1.x.zip, and followed the instructions. There were no problems and it all works fine.
Ted.
