I've done things like this by writing a short perl script.. You need to loop over the filenames and use "lc" and "rename", eg:

	chdir($mydir);
	while (<*>) {
	  my $new_name = lc;
	  rename($_, $new_name);
	}	

It goes without saying that this piece of code is untested and could really screw up your files if you don't carefully test it first (replace the rename with lots of prints to say exactly what it's going to do and then check it in lots of dirs first...)

Things I'd worry about:

- are there any collisions after switching to lc? Eg, make sure you don't already have welcome.html and Welcome.html...
- do links *inside* files use case-sensitive URLs 

Although it might be tough, in the long run it's probably better to clean up the files than to mess around with apache...
