Apache by default doesn' block any user-agent so I'm assuming you have a legacy configuration file with lots of stuff in it that nobody can remember why it's in there... (ie, typical long-running server).

Anyway, if you want to modify responses depending on user-agent, you usually use environment variables. Directives to look for are:
