[users@httpd] VirtualDocumentRoot issue

I'm trying to get a config worked out using VirtualDocumentRoot and for the life of me can't remember what I did to get this working on a previous server. My basic setup is as follows:

<VirtualHost 1.2.3.4:80>
VirtualDocumentRoot /usr/local/apache/sites/%-2.0.%-1/%-3+/htdocs
VirtualScriptAlias  /usr/local/apache/sites/%-2.0.%-1/%-3+/cgi-bin
<-- misc directory settings -->
</VirtualHost>

Everything works fine w/ the exception of accessing the server by IP. I want anyone hitting the server by IP to use a specific document root but can't seem to get it working.

Any suggestions would be appreciated.
