Cross-posting is bad because users on different list might respond with the same information. So you have two people doing the same thing which is a waste of their time...

Tomcat can server static content so you can serve the whole site using it. Apache, however, is optimised for webserving and has many additional features that Tomcat doesn't (yet} implement. What's right for you depends on your site (how busy, how much static content etc).
