Try webmin with the Virtualmin module.

No.  You pretty-much need to edit httpd.conf or .htaccess to
reconfigure apache (although virtual hosts can be added simply by
changing the filesystem if you use mod_vhost_alias).  As far as users
go, that is the responsibility of the OS and not apache.
