It's entirely client-side. Somehow, they are sending a Range request-header field in the request (ie, they are requesting a particular byte-range from the response) but the range they are requesting doesn't make sense for the URL (eg, they request bytes 200k-300k for a 100kb image file).

Read up on:
http://www.httpsniffer.com/http/100417.htm (found in 2 secs by google...)

For a fix - tell them to reset their browser to factory settings or reinstall it or get a new one (Firefox, Opera, etc)
