Normaly with apache 2.xx, SSL directives are in ssl.conf. Do you have an
ssl.conf file in /etc/httpd/cond.d (linux) ?

I am having some problems enabling SSL support in the latest stable
Apache 2.2.0. According to the documentation I should just be able to
add the configuration directive: SSLEngine on, to the httpd.conf for all
vhosts etc. Am I missing something? When I run apachectl start the SSL
enabled vhosts are not starting up.
