This type of error indicates that the apache "User" does not have permission to read (or perhaps execute) this file (or directory). I assume (from your "chown -R" command) that the directory is readable, so it must be execute permission that apache is lacking. How are you running PHP - compiled-in module or as a CGI? IF as a CGI, I think you need to make the .php files executable (PHP files don't need to be executable if they're processed by mod_php).

what happens with a plain text or html file in the same dir?
