Let me add: I did get Apache running on the Windows PC, and it is fine
retrieving the same file:

Someone in another group replied that this is an issue with wget - well,
not really. What prompted me to use wget is people complaining that images
on my website only partially load, so someone troubleshooted, and used
wget to see the 65536 byte issue.
