[users@httpd] File access Problem

Hi,
                I am facing file access errors using apache on linux
server.

      I am trying to open a file (with rwx permissions to u,g and o i.e
mode=777 ) from a cgi script (.pl) using Apache Web server.
i.e. my html page invokes a perl script wchich tries to open an existing
file with all permissions set .
But i am unable to open the file . The open() call gives error .

Similary, if i try to write a new file through CGI script , it gives error.

I have checked the directory and file permissions in linux. They are set to
777.
Still files can not be read or written on the linux server.

Surprisingly, my code works on some linux servers and not on others.
Is this related to some system-linux/Apache configuration ?

Can anyone please resolve my problem ASAP as it is very urgent.
