To add to Nick's advice, the literal answer is that if apache cannot identify the VH to use (no host header or non-matching host header) it will assign the request to the *first* VH in the config. If you don't want either VH to be used then, as Nick suggests, make a default VH (containing a default page or an error or whatever) and put it first in the config.
