To broaden the debate, this type of question often comes up from people who want to avoid their logs filling with failed requests for code-red and nimbda and other exploits (see http://marc.theaimsgroup.com/?l=apache-httpd-users&m=111917287429421&w=2 for a hilarious thread on the topic).

The basic problem is that, in order to conform to the HTTP protocol, the apache server has to accept and respond to any legal HTTP request. So there is no possibility to silently drop offending requests.

The next best thing is to use mod_rewrite to rewrite them immediately to 403 or 404 or 410 or something. Here's one huy's solution: http://marc.theaimsgroup.com/?l=incidents&m=100096206722945&w=2
