<VirtualHost 192.168.0.10>

<Location /> didn't help... On the second virtual host.  

I don't have the trailing / on the first virtual host and I get prompted
and authenticated with the correct user/pass without a problem.

Do you have a NameVirtualHost directive?

That should be <Location />.
