"Connection refused" is a failure at the TCP/IP layer (before you even get to apache). It means the server does not have a listening socket on the IP:port you are addressing. This usually means apache is not running. If, as you say, it *is* running, then there must be something wrong with your Listen directive (eg, not listening to port 80) - check that first.

Your point about VHs is not correct - your server *must* have an IP. If you hit it on that IP with no hostname (ie, use an IP address) then you will simply get the first VH.

PS - you don't have a FW between the client and server, by any chance?
