It would be nice to know what OS you're using? Apache2 relies on multi-threading to handle many requests concurrently (as opposed to the many daemons approach of apache 1.3). So does your OS support multi-threading?

Did you start apache in single-user mode (-X)? Did you set MaxThreads very low?
