No, I don't think this has anything to do with weblogic.

Basically, all I'm asking is if there is a way in Apache to send users
requesting

http://www.foo.com

To the weblogic server using SetHandler much in the same way this works:

http://www.foo.com/weblogic

If SetHandler is not the way to do this, I would love to know any other
method/suggestion?

Ok.  I don't then.  Apache treats those SetHandler directives the same
way, so it is probably something in weblogic.
