You are saying:

1) The machines are identical
2) The machines behave differently from each other.

This is impossible, so (1) must be false. You have to find out what is different. Try this:

- comment out the ScriptAlias line to turn the CGI dir into a normal dir.
- put a plain text or html file in there
- try to hit it.

What do you get and *most importantly* what does it say in the error log? (PS - cut'n'paste the error log entry - don't paraphrase it, you may miss information that you think isn't important...)
