cvs.apache.net doesn't exist.  Perhaps you mean cvs.apache.org.

Apache httpd moved to svn a while ago.  cvs is no longer used.  You'll
find the 1.3.34 tag at
http://svn.apache.org/repos/asf/httpd/httpd/tags/1.3/APACHE_1_3_34/
and further information about source control:
http://httpd.apache.org/dev/devnotes.html
