[users@httpd] restart and stop problem when starting apache2 from a console

I am using Apache 2.0.54 under Windows XP and I have the following problem:

after starting apache from a console (without -k start),

the following commands:

apache.exe -k restart

apache.exe -k stop

don't work and return the following message:

The Apache2 service is not started.

What can I do to be able to restart and/or stop apache when it is started

from a console?
