It sounds to me that your *machine* is missing something, Apache
doesn't have anything to do with PHP or DNS.

Because the Path is different? Because from the CLI you have a SHELL
and as a CGI you don't? Because from the CLI you invoke one version of
PHP while from a CGI you don't?
