I read through the entire /etc/httpd/conf /httpd.conf and found no place to put the IP in. In the "windows" version, in the http server, all the Virtual Hosts are name based. I cannot add an IP without changing them to IP based and that won't work (I don't think) since they would all have the same IP.

It's easy to misread this into thinking it's talking about the same
VirtualHost directives you quoted.
