There is no reason for this to be inside a <LocationMatch> section
since the RewriteRule already restricts application to the ^/zope$
url.  Take it out.

And yes, mod_rewrite behavior in <Location> sections can be very
flaky.  Lucky, it is rarely necessary to use it there.
