To expand a little: When you say "file:" in a browser, the browser gets the file directly itself using the normal OS-based file access mechanisms. It doesn't make any HTTP requests but simply opens the file directly on the file-system. Obviously, this only works for the filesystem on the computer that the browser is running on. This is the same as if you started up xemacs and clicked on File... Open... So apache is not involved in this process at all. The browser only contacts apache if you put "http" at the start.
