It looks like you have not allowed anyone access to that directory. 
See http://httpd.apache.org/docs-2.0/mod/mod_access.html#allow for details, but basically you should add:

Allow from all

to the directory container below.

You have a similar problem with the error doc that the server is trying to serve. You need this directive for the directory containing your error docs as well.

Check in the error_log, by the way, you shold see: "access denied by server config" or similar...


Note that this is orthogonal to the issue of file-permissions.
