The account configured to run the apache service must be granted network access. This is not done by default. See: http://httpd.apache.org/docs-2.0/platform/windows.html#winsvc

This is over my head and even though the link you gave appears to give a thorough explanation, since I have no idea about any of that on Windows am going to give up for now, at least.
