It sounds like a bug, can you file this in bugzilla?  Please obtain a 
backtrace from one of the spinning processes by using:

  $ gdb /path/to/httpd <pid>

and then enter "bt full" at the gdb prompt; add the output from this
command to the bugzilla report.
