The machine you're using is the univeristy's. You need to ask the university IT people:

1) whether cgi is allowed at all
2) what directory the cgi program needs to be in

Apache will only execute cgi files from pre-determined directories which the site administrator configures. For security reasons, most sites don't permit users to execute their own cgi programs
