OK, using AliasMatch does the trick.  With SetEnvIf I now get 'prefer-language' set
appropriately, and AliasMatch maps /xx/ to / .

Thanks for your help Joshua - I tend to forget about the simple solutions once I'm thinking
in rewriting terms.
