No, I didn't mean to do that:
HeaderName /HEADER
means I want to add to each index, contents of the file HEADER, which is in 
DocumentRoot of VirtualHost, this doesn't work.

As for "shifting": please do not judge what I'm trying to do, but at least 
try to be helpful. Or don't read my post at all...
