How do you know it isn't already using it?  Your subject says 'rebuilding
apache,' but you don't mention anything about rebuilding in the body.  
Does that mean you've rebuilt it with the same options, but switched to a
new conf file?  In that case, the httpd binary will still try to use the
default conf file unless you tell it otherwise with the -f switch.  Try
'httpd -?' for more details, or read the doc at
http://httpd.apache.org/docs-2.0/programs/httpd.html.
