Your subject says 'rebuilding apache,' but you don't mention anything about rebuilding in the body. Does that mean you've rebuilt it with the same options, but switched to a new conf file? In that case, the httpd binary will still try to use the default conf file unless you tell it otherwise with the -f switch.
