I imagine you mean that the browser says that the host 'localhost' is not
found.  Since WinXP should by default come with a hosts file with 
localhost in it, I'd guess that the default WinXP firewall is preventing 
Apache from opening port 80.  Set your firewall to allow incoming 
connections on port 80, unless you've changed WinXP's hosts file for some 
reason.
