Are you sure that you are editting the right httpd.conf?  Have you
restarted the server after making changes?  Are there any other
Options directives that may be overriding this one?

Yes the right http.conf yes restarted Apache, Not sure about other directives the one i mentioned in my last message is inside inside a virtual host is there some way to test for other directives.
