The vhost block actually starts with
<VirtualHost 127.0.0.20:80>...
(so it is not a syntax error). Any other ideas?
(I had a simillar configuration working
before on the old machine; the only difference
is that I didn't have SP2 installed then)


Perhaps using Windows Update
for SP2 update/fixes

or

The Windows XP SP2
loopback problem.

Try the below:
