Make a deliberate syntax error and do "apachectl configtest" to check it detects the error. - what is the argument to DocumentRoot? This is where apache starts to look for content... - what do you have in the doc root directory? BTW, I assume you mean something like /usr/local/apache/htdocs in your post above (/htdocs is a different place entirely...).
