Are you saying there is no entry in the error_log or the ssl error log? If not, instead of using apachectl, try issuing the httpd commands directly from the command line (eg, ./httpd -DSSL) and seeing what you get on STDERR. Finally, try the startup under truss or strace (eg, strace ./httpd -DSSL) to track the system calls...
