Yes... but that's not the only place apache can be caught looking up
hostnames. Are you using hostnames as arguments to VirtualHost or
NameVirtualHost?

Check the access_log and look at the delivery time of each image in the
page - does it confirm what you experience in the browser? Is your
client using HTTP/1.1? Do you have KeepAlive on? Are all images on the
server? Are any images dynamically generated? 

Apache doesn't usually dither so there must be something it is trying to
do...
