It looks like you're using a file-system path in Redirect instead of an
URL-path, eg:

Redirect /foo http://example.com/bar/

means that http://your-server/foo is redirected to
http://example.com/bar/.

so try:

Redirect temp /
http://www.vmcsatellite.com/channels/dish_splash.cfm?aid=157038
