[off-apache-topic] To eliminate all charset | meta | newer browser compliance | whatever questions and solve them later, why not manually just get rid of all non-utf-8 content? It's trivial to find them using e.g.:
grep -axv '.*' *.htmlMix and match to your directory content. Note this assumes your 'locale' is utf-8
