Error log output specification

I am using Apache HTTP Server 2.4.46 on Windows Server 2016.

I would like to check the specifications for the message 
"AH00326: Server ran out of threads to serve requests. Consider raising the ThreadsPerChild setting".

・If this state continues, will it be output periodically?

・If the situation is temporarily resolved and the threshold is exceeded again, will it be re-output each time?
